It's the kind of thing you say to someone that isn't demeaning or meant in a hurtful way. A compliment.

You can't really help the kind of guy Lucci is (not that you would want to, chapapa, I'm just saying). Out of everyone, Lucci was probably the worst and he's killed more people in the name of "Absolute Justice", or at least that's what we'd like to think.
