It is! We've had five hokages so far, each of them are great, strong and infinitely talented. Well, actually, we had five and a half because one person was elected as Hokage as Tsunade-sama was in a coma, but his reign was never made official and Tsunade-sama woke up and reclaimed her position. It's a good thing she did too, because he personally wasn't a very benevolent man and was very power hungry. [ Which definitely is no bueno. ] Unfortunately, he had the connections to make it into office, however brief it was, and undid all of the hard work Tsunade-sama did. But, since she's back in action, things have been getting better.

Konoha is the strongest of the Great Five Villages, even if recent times have been rather rough. It's because of the Hokage's duty to the community that Konoha is so strong.
