Understood. Sounds a little like the royalty in my world except for the lack of military might. And more subservient or ignorable.
Something like that... they try. It's still a bit more of a controlling force, though. The individual countries do have to answer to the World Government's laws above their own, and obviously if they reject having marines there, then the country can't stay allied with the World Government. And quite often, the countries will call to the World Government for help if they're in over their heads.
