Do they have any other day to day tasks they have to oversee?

If a country didn't ally with the World Government, it would usually run the risk of then becoming pirate domain. When a country allied in the world government gets hit hard by pirates, the marines have a recourse to help try to protect or get rid of the pirates, sometimes the government will send out a shichibukai or someone to deal with them. Otherwise they'd be all on their own. Wano gets by as a closed off island, and the government leaves them alone, presumably their samurai are able to fight off pirates on their own, but they might have a pirate emperor guarding their backs behind the scenes.

Fishman Island had a treaty for protection, but because of its location and a few other political factors, there are no marines present there, so it's always been targeted hard by pirates and slavers. Jinbei was a shichibukai looking after it, and the pirate Emperor Whitebeard was as well, but after Marineford that changed. Big Mam's been looking after it so that helps cut down on pirates, but they're still basically on their own unless they take a bigger step to joining the World Government and Reverie.
