For those who knew her, Grell Sutcliffe has been sent home. She will be missed. [At least by him. For those who were her victims... well.]
For New Feathers, I'm Captain Smoker. [Commodore. Whatever. He doesn't acknowledge that. Especially in Luceti.] And I train jitte outside the barracks. For those already learning, lessons are not disrupted. For group sessions, anyone can drop in and join, those are run through most of the afternoons. I also offer one on one lessons and kickboxing.
We're also still looking to assemble anyone with police enforcement experience, so don't be afraid to speak up.
On a more leisurely note, Ginia, what do you say to having a poker game once a week at the Cloud Nine? [Because he really needs another addiction on top of the others.]

Being blind. [There's no hesitation there.] I have a greater appreciation for things now and a lot of respect for blind people, but I miss being able to see.

Can't blame you. If you want I could try some blind-fighting with you. With the smoke devil fruit, I can't always see the opponents, so there's more focus on methods.

I'd appreciate that. I still train by myself to stay active and get a better feel for the movements. And... once this all wears off, I think I'll still work on blind-fighting now and then. Hone everything.

All right, good. I need someone who doesn't mind working in the dark anyway. Trying to come up with things to handle pirates without using haki forces creativity I suppose. Which is just as well, I'll need it in the New World.

I'm used to working in the dark, but I usually have night-vision goggles or something of the sort. Never been completely blind, but it's good training.

And if I'm going to teach someone to fight it, might as well be someone I trust.

I'm sure there will be more forthcoming. Zenigata also might be a little distracted. His thief from back home is here so he's keeping tabs on one Arsene Lupin the Third. [And Smoker's rare professional courtesy says he'll leave that to Zenigata unless otherwise requested.]
Luckily I think most people have been pretty distracted so far. Alexis isn't a fighter, but she wants to help with the paperwork. [Which he encourages because EW paperwork. He hasn't even written down a schedule or lesson plans for the jitte thing. And probably won't...] And the Sheriff was thinking we could volunteer lists of names for fighters on call for emergencies and just try to keep track of when they go missing. [Aka more paperwork he will only touch if someone makes him and/or he's the last one standing.]

I'll look over the things that come my way. Sorry I never got the town meeting idea going, everything happening and all. However, I spoke to some people and they're willing to help out if it ever does happen. Maybe next year, fresh start and all, discuss what should be done.

That's fine. It's hard to get the ball rolling in this place... I've had the City Watch idea since I got here and still only minimal progress.
As it is, it's at the point where I think actually creating a formal set of laws would just inspire certain brats to test it out. [Damn teens. >:|]

I'm actually against setting down any sort of formal rules. It'd only cause more trouble and most people have the sense enough to keep things civil and clean.

That's exactly it. I suspected it before, but testing it out by threatening Jack's ship completely proved it. An overwhelming number of Luceti people resist rules for the sake of it more than adhere to them. [He doesn't have a problem with it; he's the same way. Still... it's weird. In his world, he was practically alone in that tendency. Especially in the marines.] I have no idea why the Malnosso are thinking in keeping that as a trend.

I hate any form of rules and regulations beyond common sense... and those are already enforced. I wouldn't say it's a freedom, but having them would certainly be counterproductive at this point.
Especially since the consequences are there anyway.
I'd still like to have something more formal in place for an emergency, like the barrier falling. Although people have gotten more organized about handling Shifts so that's good to see. Tsk. But it's another old argument. Maybe it's better to stay fluid. [Shakes his head. He can't decide, and that one is harder to "test."]

And agreed. Maybe if just even one person can say, "This a Shift, nobody panic," assuming they're unaffected themselves. Or only slightly affected.

Figuring out evacuation plans would be good, though we did pretty well for ourselves during October. Lots of quick thinkers and people taking action.

I'm still thinking the Barracks. It's large and easy to defend and the Welcoming Center is too much in the thick of everything else.
Then tunnels are also easy to defend, but they collapsed during the earthquake once and I'm not sure how much I'd trust them during a lot of emergencies. Maybe a few though. They're definitely easy to defend.

I wonder if checking for any structural damage and reinforcing them would be an idea? I haven't been down there much so I'm afraid I can't say more.

Possibly. Magic is useless down there though so it'd have to be people with a lot experience in such a thing.

Battle Dome might not be a bad evacuation point either, since there's a clinic there. However, we should also think of locations in the north to move to.
