[ voice ] Confiscating Pirate Ships, hello new feathers, teaching self-defense
Hello new feathers and old.
First off, I'm Captain Smoker. [Those who know otherwise can point out that he's a commodore, and that it doesn't even matter in this place.] I teach kickboxing, basic self defense, and jitte for anyone who would need it. I can also help spar against swordsmen if they're looking to expand their skills. Every so often a draft goes out taking people at random; kids and civilians alike, so even a little bit of practice can help. There are other self defense classes being taught so I'm sure we could work something out between teachers and create a formal schedule if need be.
Secondly, there's a lot of discussion about putting together a more permanent form of police or watch group to deal as first responders to threats to the village. Since that doesn't seem like something that will get worked out too easily, I'd like to suggest making a safe haven of the barracks. Anyone who can't or doesn't want to fight could safely put there in emergencies and defenders could keep watch.
On a different note; Jack Sparrow I'm confiscating your ship. Your previous acts of piracy here in Luceti have shown you're not to be trusted with one. Now let that be a lesson to other would-be pirates here.

Thanks for the welcome, Captain. Normally, I'd be kinda mad, since it obstructs my search for that bastard Lupin but its pretty plain that someone needs to arrest these Malnosso jerks. What force do you serve with anyway? I'm with Interpol

I'm with the marines. Originally from the East Blue, re-stationed to the Grand Line in order to chase Straw-Hat Luffy. I'm from a different world than you most likely.

Lupin...is a thief from a famous family of crooks. He's pretty good, a real criminal mastermind. But he's not here...so I have to look for new prey.

His family includes a marine hero, and the most wanted man in the world; the Revolutionary Dragon. And a pirate brother who was also infamous until his execution. -- Straw-Hat is my prey.

Straw-Hat's here, and he's mostly a cheerful rubbery nuisance. He's not the worst criminal here, but he's certainly the most likely to become the next Pirate King. He fights some of more problematic criminals and hasn't really disrupted the peace here, but the minute he does, he's mine.

Your Straw-Hat sounds a lot like Lupin. Lupin's a pretty nice guy, even helps me arrest some of the more violent crooks out there. All he really does is steal stuff, but he's damn clever. He's also really cheerful, more a nuisance than anything since he really only steals stuff from rich guys and crooks.
What do you mean by "bounties" though? D'you marines get paid for grabbing bigger pirates?

He will only admit that Luffy saved his life if he absolutely has to or is backed into a corner.] Not too many people would call him clever, but seeing as he broke into Impel Down without a problem, saved a country, declared war on the world government... then again he punched a tenryuubito and only an idiot would do that... [Inner conflict here.] He also protects Keimi and helped the princess... [Chomps on cigars.] If your Lupin isn't that bad, why are you still trying to catch him? [Deciding factor!]
Well, kind of. It's more like a measuring stick. Not that they're at all accurate these days.

Why am I chasing Lupin? Because its my job. I'm a police man, and Lupin is a thief. He causes all kinds of trouble, wrecks important monuments, steals from people, and is in general just a nuisance. He's not a violent criminal, like some people, but he's still a criminal and as a cop its *my* job to bring him in. Being a nice guy doesn't make him any less of a thieving bastard. I made it my life's goal to bring him in, and I will do it.
[He grudingly respects Lupin for his intellect, and knows Lupin feels the same way. They've been at this cat and mouse game forever, but deep down Zenigata knows...that he likes the chase more than the prospect of actually catching Lupin]

Shichibukai are warlords of the sea. Err, the history books in the library mention privateers. It's similar to that, but there's only 7 at a time. In theory they're there to help the marines hold the 4 pirate emperors at bay, in practice however, they're pirates who swear fealty that means nothing. So far one tried to overthrow a country and find a weapon to take over the world, another completely rebelled and went on a rampage rather than help against the pirate emperor, another was never helping the government and they were idiots for it -- he broke out ton of world class criminals from pirate prison, and yet another attacked marines during the battle, broke my seastone jitte and stopped me from arresting Straw-Hat. Bitch.

And yea, it really does sound like these Shichibukai guys are bad news. I remember reading about privateers in my own world, in college, and they were always turncoats and traitors. Justice needs to be kept on a leash.

[Takes his ridiculously long jitte off his shoulders and taps the tip (not the handle) with gloved fingers.] Hardest substance known to mankind, tougher than diamonds, tougher than anything. It gives off the same resonance as the ocean so all devil fruit users are weak to it. Devil fruit abilities are a type of superpower in my world. For the rest, I'd have to show you in person.
