[ voice ] Confiscating Pirate Ships, hello new feathers, teaching self-defense

Hello new feathers and old.

First off, I'm Captain Smoker. [Those who know otherwise can point out that he's a commodore, and that it doesn't even matter in this place.] I teach kickboxing, basic self defense, and jitte for anyone who would need it. I can also help spar against swordsmen if they're looking to expand their skills. Every so often a draft goes out taking people at random; kids and civilians alike, so even a little bit of practice can help. There are other self defense classes being taught so I'm sure we could work something out between teachers and create a formal schedule if need be.

Secondly, there's a lot of discussion about putting together a more permanent form of police or watch group to deal as first responders to threats to the village. Since that doesn't seem like something that will get worked out too easily, I'd like to suggest making a safe haven of the barracks. Anyone who can't or doesn't want to fight could safely put there in emergencies and defenders could keep watch.

On a different note; Jack Sparrow I'm confiscating your ship. Your previous acts of piracy here in Luceti have shown you're not to be trusted with one. Now let that be a lesson to other would-be pirates here.

Yea, I arrest pirates too. There aren't a lot in my world, though. They all kinda...moved onto land.

Your Straw-Hat sounds a lot like Lupin. Lupin's a pretty nice guy, even helps me arrest some of the more violent crooks out there. All he really does is steal stuff, but he's damn clever. He's also really cheerful, more a nuisance than anything since he really only steals stuff from rich guys and crooks.

What do you mean by "bounties" though? D'you marines get paid for grabbing bigger pirates?

[Zenigata nods, having no idea what the Captain is talking about, but getting the feeling that Luffy really is more of a troublemaker and less of a common crook. When he starts talking about Lupin, his voice starts out a mumble, gradually rising as he gets more impassioned.]

Why am I chasing Lupin? Because its my job. I'm a police man, and Lupin is a thief. He causes all kinds of trouble, wrecks important monuments, steals from people, and is in general just a nuisance. He's not a violent criminal, like some people, but he's still a criminal and as a cop its *my* job to bring him in. Being a nice guy doesn't make him any less of a thieving bastard. I made it my life's goal to bring him in, and I will do it.

[He grudingly respects Lupin for his intellect, and knows Lupin feels the same way. They've been at this cat and mouse game forever, but deep down Zenigata knows...that he likes the chase more than the prospect of actually catching Lupin]

Nah, Lupin is pretty harmless that way. He's a thief, and a crook, and a bastard, and it's our job to stop people like that too, yea?

Your tellin' me. I'm lucky enough to have worldwide jurisdiction, but nobody seems to care how many criminals go free. Just so long as the men upstairs have a good department arrest record, there are no political upsets, and you observe all those petty little rules. Sometimes I wonder if the real crooks aren't the upper level lawmen.

Yea, seriously. My world has this organization called Interpol, International Police. Essentially, its cops that can go from country to country.

Shichibukai? Thats a mouthful. What're they?

Yea, something like that. My jurisdiction is really just for Japan, my home country. Any criminal who commits a crime in Japan, I can track anywhere in the world to bring them in. They get tried in a World Court, though.

And yea, it really does sound like these Shichibukai guys are bad news. I remember reading about privateers in my own world, in college, and they were always turncoats and traitors. Justice needs to be kept on a leash.

You could call it organized, in a manner of speaking. The rules are there, but some places are real shitholes. Freakin' Africa is about as lawless as it gets, people killing people over pigs and cows.

Devil fruit powers? So...you have to fight like...supervillains, and you've got your very own kryptonite eh? Sounds pretty cool. But, why does it matter if its made of sea-stone? Whats the significance of the resonance?
