Attention newcomers and those familiar with Ikki.

He is not allowed anymore booze, don't set him free. [As he says this, Ikki can be heard protesting in the background.]

As for any other new feathers, once you've checked in at the Welcome Center and settled in, I'm Smoker, I offer training in the jitte or kickboxing. There's a Draft here every so often so there's no telling when you'll need to be able to fight. Might as well learn while you can. And I'd like to speak to anyone interested in setting up a more permanent justice system for this place. That is all.

[ooc: Ikki's been getting drunk constantly lately (back to back important sad dates for him) so Smoker handcuffed him with seastone in apartment. Action spam is totally welcome. Smoker won't stay in their apartment, and he is keeping the key on him like he said. The cuffs are incredibly strong. But simply trying to let Ikki out to steal the cuffs might be hard unless you're Mr. 3. If your character would want to try to steal the cuffs though, let me know and we can work something out XD]

I suppose I can't blame him if you chained him up for excessive drinking.

Every day for four weeks though. I've never seen him get this bad.

What brought it on if it's okay to ask?

A lot of things back to back starting with his birthday and today is his little brother's... or would be if he were here. [Shrugs.] Beyond that you'll have to ask him.

This was more of preventative so as long as no one lets him out I'm not too worried.

[Ginia gives a small nod, leaving the subject at that. With the playground just on the other side of the plaza, it doesn't take too long to walk over there and find a bench to sit down at.]

You want to establish some form of law enforcement around here.

Yes. Or rather... just laws in general would be nice. A clearer understanding of what things aren't acceptable, and the consequences if those lines are crossed.

Going to play devil's advocate here. If things have been going on for four years, why change things now?

Because there's a lot of people who want to help, but a lot of them wind up like me and just figure someone else is taking care of it. Which means there winds up being a lot of gaps. And I think we can do better than that.

[Ginia takes out another notepad to jot down her own notes on. She's not the most lawfully minded person, but she does feel there can be more done to ensure people's safety.]

What about power issues? As the saying goes, who watches the watchmen? How do we know our best interest are in mind?

That's why I don't want any one person overseeing it all. Or even any one group. And all the more reason to have all the people trying to help organize it better. That way if one person disappears or gets kidnapped, the others can pick up the slack. And likewise, hold each other in check.

What's your criteria for picking people for the group?

[Waves a hand.] Different groups. As for who and how they're bound together, that was why I wanted to talk to people about it. Most people here interested in justice are lone wolf types, even back in their worlds; even if they were cops or marines. Still that doesn't lend itself to a lot of cooperation easily, so even just a little would work better than not.

[Not that she didn't have any faith in the idea, but these are some of the things she wanted to hear.]

I think I've already made it clear I'm interested in keeping this village safe and protecting the people here. I think we could use some sort of town meeting where we can all discuss these ideas and put them out to the village. Get input from everyone, test the waters a little.

Aye... Town meeting?

[Help him out. He's from a world where such grassroots government policies are long since passed.]

A meeting where everyone is invited to discuss any concerns they may have about the state of things, bring up ideas on what can be done, offer suggestions on future events, things like that. Usually a way for a population to discuss things with their government, but lacking any sort of government, we'd just need to find some people to mediate and take notes.

That definitely sounds best. Do they have any mediator to keep things from getting out of control?

Usually. Since all the ones in my home are run by the local government, they usually have police there to escort anyone out that gets too unruly. I don't think that will be as much an issue here.

I've heard of one town meeting here, but that was years ago. Apparently any city-wide discussions are done on a special laptop locked away from the Malnosso. It's good we have such a resource, but I still think it's best to have everyone meeting in person.

Yeah it seems a lot more direct in person. If people get rowdy, we can just set up a watch to smooth things out.

If you want help setting this up, I don't mind. Might even know a few people to call on to lend a hand too.
