Hello to New Feathers, and old.
This is Smoker, I teach jitte, self-defense, and kickboxing over by the barracks. By now I'm sure most of you have heard about the drafts that happen here, and it never hurts to be as prepared as you can be. Chun-Li also teaches lessons, particularly for beginners, but she can do private lessons too. If you want, she's also wiling to teach proper firearm use. No experience required, but if you have experience, we can work with that too.
For more experienced fighters, I've got a question for you. Do you make your own attacks, and if so, do you name them? And how do you decide on the names or themes in that case?

[Smoker's actually out early on the Thursday of the 22nd, getting in a few extra hours of exercise alone in the cold before anyone shows up -- hypothetically. He brought out an entire pot of coffee and he's got an extra empty cup next to his own, more out of a habit he doesn't care to kick than anything else. It's a few hours and well into morning before he's kidnapped, leaving behind only the coffee, jitte, and sunglasses. Lupin will be finding both sunglasses and jitte and holding onto the sunglasses. However, anyone's welcome to come join Smoker for coffee or exercise. After that, he'll be kidnapped for awhile. Good thing he mentioned Chun-Li also teaches, huh?]

What was that about marine only weapons? [Curious now.]

[Corbec actually sounds a bit like a religious man talking about angels as he talks about the marines.]

Marines in your world... what kind of "enhancement" do they have?
[His blood runs a little cold. That sounds more like pacifistas than anything else and the idea of them becoming the future of the marines... it's unsettling.]

Mind if I ask, are you from Earth, or does the name Terra mean anything to you? And if so what year is it?

Terra most certainly does, that's the homeworld of the Imperium.
[Corbec stops. Perhaps he should explain, new world afterall]
The Imperium is the human civilization where I come from, and it spans almost the entirety of the galaxy. It is protected by the Emperor, and worships him for that protection. Terra is a holy place, because that's where the Emperor resides. As for the year, it's 772 of the 41st millenium.

...outside of some augment work for missing limbs and the like I'm not sure if the Marines are part machine. And augment work isn't limited to the Marines, plenty of veteran Guardsmen have some done as well due to the frequency of serious wounds.

We have devil fruits and pirates, and the guards of Impel Down try to act like demons with Impel Down as Hell... but that's not really... the same.
And I'm not immortal. Far from it.

...I'm thinking the marines might be a bit different where you're from. What are your marines like?
[Voice]
Like me. [Sighs as he tries to figure out how to define it.] We work for justice, to capture pirates in international waters because each country wouldn't have the resources to go after them. Some of us are devil fruit users so we have powers not normally granted to humans, but not all of us, and plenty of pirates have devil fruits too.
[Voice]

How do they work?
Devil fruits are... cursed fruits. Anyone who eats one is cursed for life but gains a power in return. Mine is smoke, but every other is different.
[Voice]
This devil fruit sounds alot like some of the nastier stuff where I'm from...a curse in exchange for power...that's evil stuff.
As for the Arbites, they're separate from planetary law enforcement, though they do have more than a few permanent garrisons on worlds. Their ships mostly deal with pirates and smugglers.

Hm, right. The Arbites does sound like what we do. Only ours is just on one world and with islands with garrisons instead.

And the bases aren't decided on population of the island, many of the island with bigger populations don't have a marine base, it's just based on strategic locations.

There are 4 main oceans in my world, one strip of Land that encircles the globe called "The Red Line" and the Grand Line is a fifth ocean divided by Calm belts where there aren't any winds and seakings breed.
The pirates mostly want to reach the end of the Grand Line, to Raftel, because they think One Piece is there. And if not, they try for the New World in order to try to prove that they're the best.
There's only one entrance for pirates into the Grand Line, and that is up Reverse Mountain. No matter which ocean they come from, there's a route that sails up the mountain, over the Red Line and into the Grand Line. So each ocean has a marine base on the island closest to Reverse Mountain to try to catch pirates before they even reach there.
The Grand Line itself has hundreds of different islands and countries, and most of them prefer to keep enough of their own sovereignty to deal with pirates on their own. Which, as the former Drum Kingdom proved; is not always the best plan. When Blackbeard targeted it, the King couldn't mount a defense and the marines were too far away to help until he'd already moved on and by then it was too late. Alabasta was using a shichibukai to protect them against pirates, but Crocodile was just conning its people while mounting a rebellion.
In general, the marine bases were situated to best grab pirates, but as years go by, the pirates catch onto where the bases are and figure out ways around them.
Akainu, the new Fleet Admiral, rearranged some of the bases so that he could face the pirate emperors more directly, but we'll see how effective that is.
