They're "calm" because there are no winds or currents. Which makes them breeding grounds for seakings -- giant seamonsters that can eat a galleon whole or grow bigger than some islands.

Seastone gives off the same energy as ocean so the ships get coated with it on the bottom and the seakings don't realize their turf is being trespassed.

Geez, sea monsters? Your world sounds pretty messed up sometimes, man.
